Hunan Changlu International Tourist Resort Project is located at the junction of Bianjiang and Zhijiang River in Yongxing Town, covering an area of more than 100,000 mu, with an investment of more than 130 billion yuan, and 200 theme hotels and 50 theme parks. The project was divided into 3 phases and the first phase planned to construct more than 30 tourist attractions, theme parks and theme hotels, the collection of cultural tourism, ecological protection, leisure and vacation, science education and other functions in one, reaching the international advanced level of tourism and leisure resorts. In 2018, some scenic spots will be trial-opened.

The first phase of the project covers an area of 25.53 square kilometers, with Yindu Avenue in the west, Longhua Mountain in the north, Bianjiang River in the east, Chenyong Avenue in the south, and near Danxia National Forest Park in the east. The project planning period is from 2017 to 2025 and there are 62 tourism resources, of which high quality tourism resources account for 53.23%.

According to the (first phase) overall plan, Hunan Changlu International Tourism Resort Project will take "One River and Danxia Forest Park" as the platform, the "Danxia culture experience, joy and leisure vacation" as the theme, and the "clear water, happy passion, bamboo field, flower sea, enjoy life" for the vision, to create a comprehensive, complex national tourism resort and international famous tourist destination with Danxia sightseeing, amorous feelings, theme culture, healthy, sports, cultural experience and creative pastoral.

The overall layout of the project was divided into 24 thematic functional areas and built 20 kinds of amorous feelings resort hotels, 13 major amusement theme projects, 7 special leisure bases, 5 theme camps and 3 small special towns. It was estimated that the reception will be 10 million person-times per year, with an average daily reception of 37,000 by 2025.

It was understood that in 2018, Yongxing County will do well the preliminary work for the Changlu project construction to ensure the planned zoos, motorized parks, flower world, service centers, military hotels, sports parks, Bianjiang scenic spots and other projects in the resort area to start construction on schedule, and the completion of an investment of more than 500 million yuan this year.
