It was learned from Hankou town of Guidong county that some workers were busy in installing fan blades on the construction site of Huaneng wind power. At the meantime, on the construction site of the beginning place of the Red Army’s long march in Zhaiqian town, workers were busy with the demolition, land clearance, and other issues, which were purposely to well prepare for the coming red tourism festival to be held in Guidong county. The hot enthusiasm full in the projects construction sites well matched with the favor of Spring Festival.
In 2015, Guidong county would fully promote“2211” key projects construction, including the wind power projects, red tourism festival and etc. “2211” refers to “2 roads”- ring road of Guidong downtown, Guixin expressway, S201, S351, S352 and Qiyun tourism artery; “2 powers”- wind power construction and upgrading of hydroelectric; “1 belt”- demonstration belt of poverty alleviation of Luoxiao mountainous area; and “1 festival”- China (Hunan) Red Tourism and Culture Festival & First Guidong Fitness and Leisure Festival.

Guidong county would place much more investments on basic industries, infrastructure, well-being and social aspects, which were estimated to be 10.728billion yuan in total. 155 projects (70 ones of them are with over 100million yuan investment) would be handled as key projects. 82 ones of them such as power wind, tourism infrastructures, agricultural industry, and etc. are basic industry projects; 30 ones of them such as Guixin expressway, comprehensive development of urban area, sewage treatment of urban and rural areas, water supply facilities, and etc. are infrastructure projects; and 43 ones of them such as reconstruction of shanty town, indemnificatory housing, demonstration town, demonstration point of new rural, and etc. are well-being and social development projects.

More innovative financing measures and some new cooperative modes were applied by Guidong county to attract more social capitals to gather in key fields. More efforts were tried on constructing the platforms and implementing the favorable policies to help the enterprises to solve the problems. Furthermore, strict assessment and evaluation measures were operated for all projects. More attention was placed on the remediation of construction condition to fight for the illegal behaviors and ensure all projects to be fulfilled successfully.
